Invalid cohorts removed from flag filters

Ever the optimizer, Dylan has now made it so you can no longer select invalid cohorts in feature flag filters. Previously, this would cause flags to fail to save and could cause issues - so removing this as a possibility actually makes the whole experience more consistent and reliable.

There are a few reasons why cohorts may be invalid for flag filters, but the biggest is that we don't support behavioral cohorts in feature flag targeting currently.
